Bohdan Panasenko (#22) of HK RST Pellet Celje, time 09:46, made contact with an opponent deemed as an Illegal check to the Head or Neck IIHF Rule 48. Based on the video evidence, it is determined the incident to be worthy of supplementary discipline - Category 2 – ‘Reckess’ – a deliberate and/or dangerous action with no concern for the result, with a conscious action to provoke, through intent and a willful purpose. Injury is not the determining factor but can be considered as influential means to the decision.

Saturday night, November 16th, in Dornbirn, Celje forward #22 Bohdan Panasenko was involved in an incident deemed as a check to the head on Bregenzerwald center-man #50 Richard Schlögl.

As the video shows, Bregenzerwald tries to chip the puck to the neural zone. That chip is interfered and a race for the puck between Schlögl and Panasenko occurs. Both players are at the puck at the same time, with Panasenko showing no regard for the puck and instead delivering a hit to Schlögl, where the head is the main point of contact.

This is a check to the head.

It is important to note that both elements of the illegal check to the head rule are satisfied with this play. First, the head is the initial point of contact. While there is some contact with Schlögls body, Panasenkos right shoulder makes direct and forceful contact with Schlögls head.

Second, the head contact on this play is deemed avoidable. It is Panasenko who is in control of the hit, and he chooses an angle of approach the cuts into Schlögls head.

Considering Schlögl never had puck possession, if Panasenko wants to make a legal defensive play, he must at minimum let up or avoid contact and avoid all contact where the the head is the initial point of force.

Effective immediately, the Alps Hockey League Department of Player Safety has suspended Bohdan Panasenko for 1 game.

To summarize:

  • This is a check to the head
  • Forceful and avoidable
  • Not a repeat offender
