The ruling in full:

Jussi Tammela (#92) of FTC-Telekom, time 39:46 was involved in an incident deemed as Cross-Checking (IIHF Rule 59). The video evidence was sent to the win2day ICE Hockey League PSC, which determined the incident to be worthy of supplementary discipline - Category 1 - 'Careless'.

On Sunday in Budapest, Budapest forward #92 Jussi Tammela was assessed a major penalty and game misconduct for cross-checking Klagenfurt forward #8 Nick Petersen.

As the video shows, Petersen delivers a pass, seemingly initiating a give-and-go play. As Petersen begins to move away from the wall, Tammela, who is defending in a one-on-one situation, attempts to take away Petersen's skating lane. In doing so, Tammela raises his stick horizontally and delivers a forceful cross-check to Petersen's head area, causing an apparent injury.

This is cross-checking.

It is important to note that several factors distinguish this incident from other cross-checking violations and elevate it to the level of supplementary discipline.

This is not a case in which Petersen acts aggressively or makes a gesture that could reasonably prompt a defensive reaction from an opponent. There is no justification for Tammela raising his stick in this manner.

Tammela initiates the action, is fully in control of his stick, and deliberately raises it to the level of Petersen's head before delivering a forceful strike to the face with the shaft of his stick.

In short, this is not a hockey play. The action cannot be considered accidental or an inadvertent use of the stick while attempting to establish or maintain body position.

The ICE Hockey League Department of Player Safety has suspended Jussi Tammela (#92) of FTC-Telekom for one (1) game and issued a fine of €200.

Summary
1) This is cross-checking.
2) The contact is directed to the head area.
3) The player is not a repeat offender.
