Dodero hit on Strong PSC/Hockey Operation perspective

PSC decision - Category 2 – 2-4 games
Reason for determining category 2 - deemed incidental head contact vs targeting the head. There is a big difference when a player “targets” an opposing player’s head vs “incidental” head contact.

Incidental head contact is when a player put himself in position to deliver a full body check, when the result of this action is incidental head contact with no full body to body contact associated with the check. Which is why the Dodero hit is deemed Reckless (2-4 games).

Targeting the head is when a player checks with elevation, body part separation (Ex. Elbow extended), … It is determined Dodero did make contact through his shoulder, no excessive elevation, skates on ice into check and body parts stayed tucked. Which is why the Dodero check is not deemed intentional (5+ games).

Considering the definition of an ICEHL Body Check, the Dodero hit is not deemed legal:
"A legal body check is one in which a player checks an opponent who is in possession of the puck, by using his hip or body.  Legitimate body contact must be done for separating the opponent from the puck, with a regard for the puck, only with the trunk of the body (hip and shoulder) and must be above the opponent's knees and at or below the shoulders.”

For the people who feel there should be no supplementary discipline:
It is fair to say that the hit did not follow the ICEHL definition of a body check and either incidental or targeting an opposing player head, there is a responsibility when a player makes a hit, to avoid head contact. Which in the Dodero hit, deemed incidental with head contact, the Game Officials assessed a 5/GM for CTH and supplementary discipline is deemed necessary.

For the people who feel there should be a higher amount of supplementary discipline (more game suspension):
The game is fast and it is a game of 1/10th of seconds and cm’s. It is deemed Dodero did not make head contact with intent to injure. Dodero made a check where timing was a lead indicator. The check initially had the right intentions with a bad outcome. Dodero did keep his body parts tucked, minimized elevation, and did make contact through his shoulder. The issue is where he made contact, with the opposing players head, which is deemed incidental.

Lastly and part of an overall decision:
All factors were taken into consideration. If Strong was either attempting to make a toe drag like move or preparing to shoot or tip the puck ahead (as seen by his puck management before check), Strong did alter slightly, immediately before check. Strong did go from a skating motion to a wide stance skating gliding motion immediately before contact, which is determined he was either aware of the impending hit or was unaware and preparing to cut in, but should have been aware of an impending check (not deemed unsuspecting). It is not deemed Strong is the cause, but did in part, have some responsibility, which is another indicator as to why the suspension amount is not higher.

Everyone is entitled to an opinion. The ICEHL and ICEHL PSC must use an educated judgement decision and determine an outcome in a timely manner. There is no right or wrong decision (as in all incidents), but the above explanation is to show, through a thorough process, a determination was made.
